Apprentice Ratio Updates

1) The Building and Fire Code of the City and County of Denver, Article II of Chapter 10 of the Denver Revised Municipal Code amended the 2016 Denver Building and Fire Code to align electrical apprentice ratios and electrical work with state requirements. This means private sector work in the City and County of Denver is now subject to the state 3:1 ratio requirements set forth in:  C.R.S. 12-23-110.5. Public sector projects are still subject to US Department of Labor Office of Apprenticeship approved 2:1 ratio standards. Enacted December 4, 2018.

2) The U.S. Department of Labor has rescinded Circular 2017-01, “Guidelines for Reviewing Apprentice to Journeyworker Ratio Requests,” a policy change issued in late 2016 which would have reduced the 2:1 ratio IEC has had in place for many years to a prescribed 1:1 ratio in states governed by the Federal Office of Apprenticeship, including Colorado.  This policy would have restricted the growth of IEC chapters, contractors and apprentices. “IEC applauds this policy change by the Trump administration as the industry works to increase the number of apprentices entering IEC’s world class apprenticeship program,” per Jason Todd, IEC National Vice President of Government Affairs.
